NATIONAL SUMMARY

Heavy rain and gusty winds continued to slam the east-central and
northeastern coast of Florida Wednesday night into Thursday as
Tropical Storm Fay lingered along the coastline. The storm continued
to be extremely slow-moving with its heavy rain bands staying focused
over the same places overnight into today. As a result, an additional
3 to 5 inches rain fell in places like Cocoa Beach and Melbourne,
areas that had already received 1 to 1.5 feet of rain from the storm.
Some heavy rain bands spread into southeastern Georgia and extreme
southeastern South Carolina this morning. This area of the country
was not the only location to receive heavy rain overnight. Heavy
storms persisted across areas from eastern Texas to western Alabama
and Missouri overnight into this morning with reports of flooding in
Arkansas and Missouri. Showers and storms also continued to spread
farther northward through Illinois and Iowa overnight and into
southern parts of Minnesota and Wisconsin this morning. Meanwhile,
heavy rain and storms also moved through the Pacific Northwest with
reports of flooding in Idaho and Oregon. A 24-hour rainfall record
was set at Porthill, Idaho this morning with 1.05 inches of rain,
breaking the old record of 0.66 of an inch, set in 1979. Showers and
storms continued in the Cascades and areas on east through Montana
and western North Dakota this morning. Farther south, a strong storm
dropped large hail across parts of New Mexico and Colorado in the
evening before tapering off overnight. Quieter weather prevailed
across the rest of the country overnight into early today.


SPECIAL WEATHER

Rainfall from Fay Beneficial for Some
While heavy rainfall from Fay has caused serious flooding across
parts of the east coast of Florida over recent days, the heavy rain
will actually be beneficial to other parts of Florida and southern
Georgia as the storm heads westward the next couple of days. Extreme
north-central Florida and far southern Georgia are undergoing a
moderate drought, while areas farther north through Georgia remain in
a severe to exceptional drought. While the heaviest rain from Fay
will not make it into northern Georgia, where it's needed most, some
heavy rain will help to put at least a dent in the drought that
persists across northern Florida and southern Georgia.

 55-mph gust in Flager Beach with downed power lines at a local
trailer park Wednesday

 51-mph gust in Palm Coast Wednesday. A tree was downed and landed
on a home in the area.
Heavy Rain and Flooding Wednesday into Thursday:

 2.55 inches over a 24-hour period ending around 8:15 a.m. PDT near
Acme, Wash.

 0.98 of an inch fell from Tuesday night through Wednesday night
near Gold Beach, Ore.

 Water flowing over Highway 270 just west of Silver, Ark. this
morning

 2.96 inches of rain reported in California, Mo. early this morning
Severe Weather Reports From Wednesday:

 A tornado briefly touched down 10 miles east-southeast of Arapahoe
Park, Colo.

 Quarter- to golf ball-sized hail slammed El Paso, Texas, Winston,
N.M. and an area near Elizabeth, Colo.
